The wooden form is in place to put a concrete footing near the old building.

The form on top of the sawhorses is a rebar mat which will reinforce the conrete below it. The concrete is the base for a building column.

Beyond the orange rebar caps you can see that insulation is being attached to the foundation. This view is from the front entrance looking toward Main Street.
